The Federal Government through Innovation, Science and Economic Development Canada (ISED) issued <a href="https://ised-isde.canada.ca/site/spectrum-management-telecommunications/en/learn-more/key-documents/procedures/client-procedures-circulars-cpc/cpc-2-0-03-radiocommunication-and-broadcasting-antenna-systems">CPC-2-0-03</a>, a policy that proponents of telecommunication towers must follow to consult with the public in order to obtain approval for a new telecommunication tower. This policy was intended to be the minimum standard under which the public and land use authorities would be consulted with on telecommunication tower projects and each municipality is encouraged to develop their own policy that can take into account local considerations.On June 12, 2024, Council of the Town of Penetanguishene directed staff to conduct public consultation with residents and proponents on a draft policy prepared by staff. As part of the consultation, a public survey will be released seeking feedback on the draft policy, and a Public Open House will be held to share information and hear directly from residents on their concerns and suggestions for the telecommunication notice policy.The Draft Telecommunications Notice Policy can be found on the right hand side of this page, and should be read in order to answer questions in the survey.A final decision on a unique policy for the Town of Penetanguishene is planned for the Fall of 2024.It is important to note that final decisions on locations is that of the Federal Government, and the Town of Penetanguishene provides a concurrence or non-concurrence to the location based on Telecommunication Notice Policy.

Telecommunication Notice Policy 

All-Terrain Vehicles (ATVs) also referred to as Off-Road Vehicles (ORVs) are currently regulated by two Provincial Acts and two related Ontario Regulations.<ul type="disc"><li>The Highway Traffic Act &ndash; General prohibition with exceptions.</li><li>The Off-Road Vehicles Act &ndash; Provides regulations for permits, insurance requirements, age limits, safe operation, and safety equipment.</li><li>Ontario Regulation 316/03 &ndash; Provides regulations for the operation of off-road vehicles on highways.</li><li>Ontario Regulation 8/03 &ndash; A list of municipalities where 80 kilometer per hour speed limit applies.</li></ul>Off-Road Vehicles are generally prohibited from operating on municipal roads by the Highway Traffic Act - Section 191.8(1). The Highway Traffic Act does permit municipalities to pass By-laws permitting these vehicles on municipal roads in Section 191.8(3).All-Terrain Vehicles are currently not permitted to operate on municipal roads in the Town of Penetanguishene due to there not being a By-law passed permitting the activity and furthermore due to the Town not being listed in Ontario Regulation 8/03.Council has requested staff to conduct public consultation regarding the potential permission for ATVs/ORVs to operation on municipal roads.

ATV Pilot Program

The Town of Penetanguishene was successful in obtaining $40,000 through the County of Simcoe&rsquo;s Economic Development Program 2019 to complete a Town Dock Secondary Plan in 2020. An extension to the required completion date for the Town Dock Study was granted to June 2021 by the Council of the County of Simcoe on November 10, 2020, as a result of the pandemic.The purpose of the study is to examine potential new uses, direct high-level land use planning policies to guide development, and assist with future investment decisions. The goals of the study are as follows:<ul><li>maximize potential land uses</li><li>establish a framework for future private sector investment</li><li>prepare for future capital infrastructure projects.</li></ul>

Town Dock Secondary Plan Study

The Town&#39;s annual budget is developed by staff based on Council&#39;s annual budget goals and objectives and input from our residents. Residents can participate by completing the budget survey and attending budget public consultations and meetings.

2025 Budget Process

The Town of Penetanguishene is preparing an Arena &amp; Recreation Centre Study to guide decision-making with respect to the future of the Penetanguishene Memorial Community Centre. Options include a major retrofit of the current facility or developing a new recreation centre at another location in town. Through this study, other indoor recreation needs will also be considered, such as gymnasium sports, indoor walking, curling, program and event space, and more.The Study will be informed by recently completed building condition and structural assessments, community research and input, trends, and experiences from other communities. Facility needs, options, costs and locations will be determined. By identifying current needs and a strategic implementation plan, the Study will ensure that the Town continues to provide a high standard of indoor recreation services.
